आपके दैनिक समाचार-पत्र द्वारा मैं विद्युत विभाग के अधिकारियों का ध्यान ग्रेटर केलाश में इन दिनों बिजली की यातनादायक आँख-मिचौली की ओर आकर्षित करना चाहती हूँ। आशा है कि आप इसे अपने समाचार-पत्र में दैनिक स्तंभ के अन्तर्गत छापकर हमें अनुगृहीत करेंगे ताकि आम जनता की कष्ट-कथा को न सुनने वाले कानों और उन्हें न देखने वाली आँखों पर कुछ प्रभाव पड़ सके।
‘ग्रेटर कैलाश’ एक बड़ी ही सुन्दर और संभ्रांत कालोनी है। यहाँ का शान्त वातावरण सबका मन मोह लेता है; किन्तु आजकल बार-बार बिजली के चले जाने के कारण यहाँ त्राहि-त्राहि मची रहती है। परीक्षा के दिन समीप आने के कारण छात्रों को पढ़ाई में असुविधा हो रही है। कड़ाके की गर्मी के कारण लोग घर में भी चैन नहीं पा सकते, क्योंकि यहाँ घंटों बिजली का नाम तक नहीं होता। कई बार बिजली के कारण पानी की भी असुविधा होती है।

राज्य के लोकप्रिय दैनिक समाचार पत्र ‘हिन्दुस्तान’ के माध्यम से मैं राज्य के मुख्यमंत्री एवं जिले के पदाधिकारियों का ध्यान गया शहर की बिगड़ती कानून-व्यवस्था की ओर दिलाना चाहता हूँ। .
‘गया’ बिहार राज्य का एक पौराणिक एवं ऐतिहासिक शहर है। वर्तमान में भी राज्य का सर्वाधिक महत्वपूर्ण शहर है। शहर की आबादी अधिक है। उस शहर का विस्तार तीव्र गति से हो रहा है। लेकिन पिछले कुछ दिनों से पूरे शहर में कानून-व्यवस्था बद-से-बदतर हो गया है। चोरी, डकैती, बैंक लूट अपहरण, हत्या की घटनाएं बढ गयी हैं। पुलिस मूक-दर्शक बनी हुई है। आपराधिक घटनाएँ चरम पर है। नागरिक जीवन अस्त-व्यस्त है। आपराधिक तत्व बेलगामा है।

क्या आप अपने प्रतिष्ठित और सुविख्यात समाचार पत्र मैं मेरे पत्र को स्थान देने का कृपा करेंगे? इस पत्र के माध्यम से क्षेत्र की आम जनता की पानी की किल्लत समस्या की ओर ध्यानाकर्षण कराना चाहता हूं। पानी की नियमित आपूर्ति बाधित होना इन दिनों आम बात हो गई है। इस मौजपुर क्षेत्र के निवासियों के सम्मुख गंभीर समस्या उत्पन्न हो गई है। वर्षा का मौसम है गंगा नदी जल से भरी हुई है। अतः विद्युत समस्या जैसी कोई बात नहीं रही है।
ऐसे में समय समय पानी सप्लाई के बाधित होने का उचित कारण समझ में नहीं आता। पिछले 2 दिनों से हमें एक बूंद तक पानी नहीं मिल सका है। कोई समझ नहीं पा रहा है कि इन दिनों हमें पानी ना होने के कारण कितनी परेशानी उठानी पड़ रही है। मेरे विचार से पानी सप्लाई बाधित होने में इन दिनों वाटर सप्लाई विभाग के लोगों के कार्य क्षमता के प्रति लापरवाही है।
कृपा करके इस पत्र को अपने समाचार पत्र में स्थान देने का कष्ट करें। जिस से संबंधित विभाग के अधिकारियों का ध्यान इस समस्या की ओर आकृष्ट हो सके। इसके लिए दोषी व्यक्तियों के प्रति उचित कार्यवाही हो सके।

मैं आपके दैनिक ‘हिन्दुस्तान’ में प्रेषित इस पत्र के माध्यम से बिहार के नगर विकास मंत्री का ध्यान बिहार शरीफ शहर की दुर्दशा की ओर आकृष्ट करना चाहता हूँ। बिहार शरीफ एक पुराना शहर है। इसकी दैनिक समस्याओं की देख-रेख के लिए यहाँ वर्षों से नगरपालिका कार्य कर रही हैं। दु:ख के साथ लिखना पड़ रहा है कि इन दिनों इस नगरपालिका का कार्य सुचारू रूप से नहीं चल रहा है। शहर की अधिकांश सड़कें टूट चुकी है। लगता है कि वर्षों से उनमें मरम्मत का कार्य नहीं हो पाया है। गलियों की दुर्दशा का तो कुछ पूछना ही नहीं है। दो-चार मुख्य गलियों को छोड़कर अधिकांश गलियाँ कीचड़ और गन्दगी में डूबी रहती है।
यही हाल वहाँ की सफाई-व्यवस्था का है। सारा शहर लगता है कि कूड़े का शहर है। हर मोड़ और चौराहे पर कूड़े का अम्बार लगा हुआ है। नाले और नलियों की सफाई भी नियमित रूप से नहीं हो पा रही है। दुर्गन्ध से भरी नालियों ने समूचे शहर के वातावरण को दूषित कर रखा है।
परिणाम यह है कि शहर में मलेरिया, हैजा और अनेक बीमारी ने अपना अड्डा बना लिया है। एक लाख की आबादी वाले इस शहर में दो ही पानी की टंकियों की व्यवस्था है जिसमें पेयजल की आपूर्ति सन्तोषप्रद ढंग से नहीं हो पाती है। शहर के लोग अभी भी कुएँ का जल ही पीने के लए बाध्य हैं जिसमें अनेक प्रकार की बीमारीयों के कीटाणु पाये जाते हैं।
मेन रोड में बैंक, कपड़े की बड़ी-बड़ी दुकानें, सोने-चाँदी की दुकानें, क्लीनिक, दवा की प्रमुख दुकानें एवं पेस स्थित हैं इस रोड की हालत ऐसी है कि गर्मी और जाड़े के अधिकतर दिनों में रोड से होकर नाली का गन्दा पानी इस सड़क से होकर बहता है। नाली का पानी जिसमें मल-मूत्र एवं अन्य प्रकार की गन्दगी से परिपूर्ण सफाई की अव्यवस्था के कारण नाली से उपटकर सड़क से बहता है।
वार्ड कमिश्नर मौन हैं, चेयरमैन को फिक्र नहीं है विधायक का ध्यान नहीं है, सांसद को कोई मतलब नहीं है, जनता में दम नहीं है, बिहार शरीफ डी० एम० के एक दिन की सफाई अभियान का कोई असर नहीं है, परिणाम यहाँ की मूर्ख जनता भोग रही है। रूमाल से नाक बन्द करके लोग चलते हैं। वह दिन देर नहीं है जब लोग नाक में रूई ठूस कर चलेंगे।
अत: इस पत्र के माध्यम से मैं बिहार के नगर विकास मन्त्री का ध्यान बिहार शरीफ शहर की दुर्दशा की ओर आकृष्ट कर यह निवेदन करना चाहता हूँ कि इस नगरपालिका को शीघ्र अवक्रमित कर लिया जाए।

मैं आपके दैनिक पत्र ‘जागरण’ में प्रकाशनार्थ प्रेषित इस पत्र के माध्यम से बिहार के विद्युत मंत्री का ध्यान महीनों से विद्युत संकट से आक्रान्त बाजार समिति की ओर आकृष्ट करना चाहता हूँ।
विगत चार महीनों में जमुई में विद्युत की आपूर्ति में घोर अनियमितता है। 24 घंटे में मुश्किल से कुल मिलाकर दो-ढाई घण्टे तक बिजली के दर्शन होते हैं। शेष घण्टों में घोर तबाही, बेचैनी देकर बिजली गायब रहती है। बिजली की आपूर्ति की इस गड़बड़ी से सामान्य जन-जीवन अस्त-व्यस्त है। खेतों में मोटर पम्प से होने वाला सिंचाई कार्य रूका है जिससे फसलें सूख रही हैं। शहर के भीतर-बाहर करीब सात-आठ बड़े औद्योगिक संस्थान हैं जो विद्युत आपूर्ति के अभाव में मृतप्राय है। संध्या सात बजे होते ही शहर-बाजार की सारी दुकानें बन्द हो जाती है। रात्रि के इस भयावह अन्धकार में चोरी-डकैती की घटनाएं होती रहती हैं।
इस संबंध में स्थानीय विद्युत अनुमंडल पदाधिकारी से कई बार सम्पर्क स्थापित कर तथा कई बार लिखित सूचना के आधार पर अपेक्षित कार्य कराने का प्रयास किया गया है, लेकिन परिणामस्वरूप केवल निराशा ही हाथ लगी है।
अत: मैं इस समस्या और इसे उत्पन्न दुर्दशा की ओर माननीय विद्युत मत्री, बिहार का ध्यान आकृष्ट करना चाहता हूँ और निवेदन करता हूँ कि इस सम्बन्ध में तत्काल उचित कारवाई का जाए।
